These are various models or modes of outsourcing. For example you may outsource only a part of the work that cannot be handled by the in-house employees. You may also hire around the clock outsourcing staff if you frequently get the kind of customers whose work is beyond the capability of your in-house staff.
It all depends on your thinking and point of view as well as the nature of your need. If, for example, your company suddenly gets a huge amount of work and is likely to get the same load of work in the near future with regularity. What would you do? One thing is that you employ permanent in-house employees. You then have to provide them with tables, rooms, PCs and a variety of other infrastructure. If they stay for a longer time in our company, you may have to cut their PF and indulge in other such things. All this makes it difficult to lay off an employee, once the extra load of work subsides.
The other method is that you outsource your work to a full-time offshore employee on contract basis. You will not need any new infrastructure and you would not be under any binding as to retain that employee even after the workload is not that huge. If you go in for an in-house contract employee, that would prove much costlier than an off shore employee.
You may also outsource your work in the form of projects. Each project would be independent and would have its own needs and targets. You have to set separate deadlines for different projects and even hire a new offshore employee for each new project. Many consultancy firms do have whereabouts of such freelancers or professional who like to work just on per project basis. They don’t have ample time to be associated with a company for a long period of time.
So, the needs of your company along with the strategic decisions of your think tank decide which option to follow while dealing with IT outsourcing.
