Staffing function has assumed greater importance these days because of rapid advancement of technology, increasing size of the organization and unpredictable behavior of human beings.

Broadly speaking, staffing includes personnel function of recruitment, selection, placement, training, promotion, transfer and retirement.
In its true essence staffing is the art of keeping the right man at the right place. Manpower is to be guided properly and for this purpose manpower planning and manpower management are needed.. The objective of staffing is to obtain the best available people for the organization and to develop skills and abilities of these people.
Staffing process provides the organization with adequate, competent and qualified personnel at all levels in the enterprise. Since successful performance by individuals largely determines success of the structure, staffing function of the management deserves an adequate amount of care and attention of the management.
It is the duty of the management to look into several things before recruiting an employee. While recruiting an employee, management should keep in mind the nature of the job and the place of the job. Staffing must be done from qualitative and quantitative perspective. Training, transfers, promotions, development, assessments and determination of employee salary etc. all are the activities that are categorized in staffing.
Every manager is continually engaged in recruitment, selection, training and assessment of his subordinates. The management of the company undertakes staffing function by selecting, helping and apprising a chief executive who in turn performs these functions in relation to the heads of various divisions or department of the business.
The departmental heads also select, train and describe the principles to the assistants and so on. Finally, the first line managers or supervisors perform the staffing function when they participate in selection, training and appraising of the subordinates. It can be said that staffing is an omnipresent function of the management.
